SPECIAL MEETING LEVY COUNTY BOARD OF COUNTY COMMISSIONERS February 3, 2000 The Special Meeting of the Board of Levy County Commissioners was held on February 3, 2000 at 11:00 a.m. in the Levy County Board of County Commissioners’ meeting room, with the following Commissioners present: Chairman Wilbur Dean Vice Chairman Sammy Yearty Comm. Don Foley Comm. Lillie Rooks Comm. Frank Davis
Also present were: County Attorney Gregory V. Beauchamp County Administrator William C. Cobb
The Chairman called the meeting to order at 11:00 a.m..
ORDINANCES Mr. Greg Beauchamp explained the special meeting was called to consider adoption of a proposed ordinance relating to mudbogging events under emergency powers. Sheriff Glass said a mud bogging event was held last weekend and the Sheriff’s Office issued over 40 traffic citations and citations to 16 minors for possession of alcoholic beverages. Sheriff Glass added that numerous cases of beer and liquor were seized. Sheriff Glass explained that previous events held at the sight have created concerns for the public health, safety and welfare of the citizens with the lack of regulation at the mudbogging events other than collecting admission. Comm. Yearty said there is an ongoing problem but the ordinance needs to be reviewed to see if it adversely affects other activities throughout the county. Mr. Rob Corbitt commented he had reviewed the proposed ordinance and the amendments to the zoning ordinance and finds it fair and equitable. Mr. Corbitt added, that by making mudbogging events a special exception, requests would be heard by the Board of Adjustment. Comm. Yearty moved to adopt the proposed ordinance to amend the Levy County Development Code; providing for definitions; providing for Schedule of Zoning Districts uses; to regulate mudbogging and related events and activities by special exception which threaten the public health, safety and welfare by the adverse affects of traffic control problems, affecting the peace and tranquility of neighboring residents and property owners, use of alcoholic beverages without any apparent restrictions, danger to the environment by damaging or destroying ponds, wetlands and water resources and the visual pollution of property by uncontrolled litter and trash under an emergency action. Comm. Davis seconded and the MOTION CARRIED with a unanimous vote. CONTRACTS AND AGREEMENTS Comm. Davis explained contract negotiations with the Volunteer Fire Departments will not be resolved for another two (2) to three (3) months and the contracts are expiring and funds can not be disbursed. Comm. Davis recommended an extension of the current contract for ninety (90) days to allow the payment of expenditures incurred by the Volunteer Fire Departments and to complete negotiations on the new contracts. Comm. Davis moved to extend the current contract for a period of ninety (90) days with confirmation from each Volunteer Fire Department in writing agreeing to the extension. Comm.
