SPECIAL MEETING

LEVY COUNTY BOARD OF COUNTY COMMISSIONERS

June 16, 2000

 The Special Meeting of the Board of Levy County Commissioners was held on June 16, 2000 at 10:00 a.m. in the Levy County Board of County Commissioners’ meeting room, with the following Commissioners present:

Vice Chairman Sammy Yearty

Comm. Don Foley

Comm. Lillie Rooks

Comm. Frank Davis

 

 Also present were:

County Attorney Gregory V. Beauchamp

Clerk of Court Douglas M. McKoy

County Administrator William C. Cobb

 

 The Vice Chairman called the meeting to order at 10:00 a.m..

 

 

Vice Chairman Yearty advised the special meeting is to hear an ordinance providing for outdoor activities sponsored by private clubs. Mr. Greg Beauchamp explained the initial ordinance 00-1 which would be repealed by this proposed ordinance, was procedurally incorrect. Mr. Beauchamp said the purpose of the ordinance is to be able to enforce controls on events such as mud bogging and be able to protect the safety, health and welfare of the public.

Ms. Krista Kelly explained the ordinance would require mud bogging events and similar events to apply for a permit as a special exception and follow the review criteria with hearings before the Planning Commission and the Board of Adjustment. Comm. Yearty recommended establishing a check list for applicants to clarify the process and the requirements.

Mr. Todd Barrett said they were interested in having a mud bogging event on July 4, 2000 weekend and have already proceeded with arrangements with the Sheriff’s Office and sanitary facilities using the same method they use for the Withlacoochee Bluegrass Festival.

Mr. Rick Hale said he had planned a festival which will include mud bogging events for the July 4, 2000 weekend and it will be held June 28, 29, 30 and will proceed with the event on the advice of his attorney.

Mrs. Margaret Knight said their events would be within the guidelines of the proposed ordinance and she thought the ordinance was "common sense."

Comm. Davis moved to schedule the next public hearing for the proposed ordinance providing for an Amendment to Chapter 79, Levy County Development Code; Providing for Definitions; Providing for Schedule of Zoning Districts Use; Providing for Effective Date to be scheduled June 27, 2000 at 10:00 a.m. Comm. Foley seconded and the MOTION CARRIED.
