SPECIAL MEETING

LEVY COUNTY BOARD OF COUNTY COMMISSIONERS

July 12, 2000

 The Special Meeting of the Board of Levy County Commissioners was held on July 12, 2000 at 1:00 p.m. in the Levy County Board of County Commissioners’ meeting room, with the following Commissioners present:

Chairman Wilbur Dean

Vice Chairman Sammy Yearty

Comm. Don Foley

Comm. Lillie Rooks

Comm. Frank Davis

Clerk of Court Douglas M. McKoy

County Administrator William C. Cobb

 

 

Chairman Dean called the special meeting to order at 1:00 p.m. for further action on the health insurance coverage.

INSURANCE

Mr. Billy Cobb said the union contract requires employee health insurance coverage will be furnished at no charge to the employee. Mr. Cobb explained the union contract does not indicate the family rate will be assumed.

Chairman Dean said the total increase in premium for the renewal period is approximately $153,000.00 for all county employees participating in the plan.

Comm. Rooks recommended continuing to pay for the employees health coverage.

Mr. Cobb explained that Healthplan Southeast offered the most competitive bid for the coverage benefits currently being provided and he had been advised by Mr. Trace Milam of the Gardner Group that Avmed and Blue Cross & Blue Shield would not quote as they could not compete with the premium being presented by Healthplan Southeast.

Mr. Cobb said there were approximately 185 employees with approximately 40 on the family plan the Board budget was responsible for and the balance of the 338 employees and 80 with family coverage were from the constitutional officers budgets. Mr. Cobb explained the additional increase on the Board budget would be approximately $68,000.00 to maintain the employee paying the same amount for family coverage and assuming the employee’s premium.

Comm. Yearty moved to approve to subsidize the increase in premium for the family plan to allow for the employee to be responsible for the same amount as last year and to assume the full cost of the employee health coverage. Comm. Rooks seconded and the MOTION CARRIED.

Chairman Dean explained the current loss ratio is 107.26 percent and it is difficult to obtain competitive quotes for health insurance. Chairman Dean said Healthplan Southeast had agreed to provide a weekly spread sheet on the status of unpaid claims and also will institute the prescription drug plan allowing for a break down of $7.00, $14.00 and $28.00 on prescription costs, allowing for prescriptions to be filled without the delays and return visits to the medical provider.

Mr. Greg Beauchamp introduced Mr. Toby Monaco candidate for circuit judge of the Eighth Judicial Circuit.
