SPECIAL MEETING LEVY COUNTY BOARD OF COUNTY COMMISSIONERS August 8, 2000 The Special Meeting of the Board of Levy County Commissioners was held on August 8, 2000 at 1:00 p.m. in the Levy County Board of County Commissioners’ meeting room, with the following Commissioners present: Chairman Wilbur Dean Vice Chairman Sammy Yearty Comm. Don Foley Comm. Lillie Rooks Comm. Frank Davis
Also present were: County Attorney Gregory V. Beauchamp Clerk of Court Douglas M. McKoy County Administrator William C. Cobb
BUDGET Chairman Dean called the meeting to order at 1:00 p.m. for the discussion of the tentative budget. Mr. Douglas McKoy said the proposed budget for 2000-2001 fiscal year has an approximate $800,000.00 increase from last year’s budget. Mr. McKoy said a decision is needed to determine if the millage rate will remain at 9 mils or go to the roll back rate. Comm. Davis moved to leave the millage rate at 9 mils. Comm. Yearty seconded and the MOTION CARRIED. Chairman Dean said the TRIM hearing would be scheduled for Monday, September 18, 2000 at 7:00 p.m. COUNTY AGENT Mr. Albert Fuller said the budget has been reviewed by staff and includes the expected needs at the County Agent office for salaries, education, training and maintenance. ANIMAL CONTROL Mr. McKoy said an additional review is needed on this budget. Mr. Billy Cobb said the budget has been increased to allow for a new vehicle, maintenance to rebuild holding pens and for an additional staff person. UTILITIES Mr. Cobb said there has been a decrease in the Utilities budget. Mr. Cobb said an increase has been made on land acquisition for the purchase of a parcel of land needed for the University Oaks Water system. Mr. Greg Beauchamp said the offer had been refused by the owner of the land and there is still an outstanding mortgage. BUILDING AND GROUNDS Mr. Cobb said the budget for the Construction and Maintenance Department has been increased by transferring telephone maintenance, security, elevator maintenance from the General Fund budget for more efficient tracking of expenditures. Mr. Cobb said this change allows for repairs and maintenance in one budget. LIBRARY Mr. McKoy said additional review is needed for the Library budget. LANDFILL Mr. Cobb said the Landfill budget has improved with the transporting of solid waste out of the county. PARKS AND RECREATION Comm. Rooks said a Policy and Procedure needs to be established for the disbursement of funds to the youth leagues. Mr. McKoy said the clearest audit trail would be for the groups to voucher their expenditures. Mr. McKoy recommended allowing an accrual of the funds which would allow a group to save for a large purchase. THERE BEING NO FURTHER BUSINESS THE MEETING ADJOURNED.
