SENIOR ACCOUNTANT / SENIOR FINANCIAL ANALYST

The Levy County Clerk & Comptroller’s Office has an immediate opening for the position of Senior Accountant or Senior Financial Analyst.   This is a single job opening, and the Office will determine particular assignment of duties by assessment of successful applicant’s knowledge, skills, and abilities.  May also under-fill position as either Accountant or Financial Analyst, with potential for development.

FUNCTION SUMMARY

This is a highly responsible and technical position operating within the Finance function of the Clerk of the Court and Comptroller’s Office in County government.  Position performs duties congruent with Clerk and Comptroller’s Constitutional role as Accountant, Auditor, and Custodian of County funds, as well as the Clerk & Comptroller’s role as the County’s selected Budget Officer.  Work is directed and supervised by the Finance Officer, with a significant level of autonomy, professional judgment, and independent decision-making, required. 

REQUISITE KNOWLEDGE, SKILLS, ABILITIES, AND ATTRIBUTES

  • Problem-solving, critical thinking, mathematical, and reasoning skills are essential

  • Ability to properly prioritize tasks and projects to meet required deadlines while handling interruptions is fundamental
  • Strong computer skills with an adaptable understanding of accounting software, Microsoft Word, Access, and especially Excel is fundamental
  • Proficiency in respectful verbal and written communications, with diverse citizens, elected officials, and employees is fundamental
  • Proficiency to research, understand, and apply laws and rules is fundamental
  • Understanding of the Florida local government structure is fundamental
  • Knowledge of general and governmental accounting practices and principles is fundamental
  • Ability to manipulate Excel data sets, and also analyze/report via pivots is highly desirable. Power BI skills are highly desirable
  • Familiarity with FL Uniform Chart of Accounts is highly desirable
  • Familiarity with GASB financial statements is highly desirable

PRIMARY POTENTIAL ASSIGNMENTS

The following list of duties are intended to be a general informational summary for applicants, and actual assignments will depend upon particular skill set of chosen applicant.  Not all duties here may be the responsibility of the selected employee, and duties may change during tenure at the discretion of Clerk & Comptroller or Finance Officer. 

  • Facilitates the mission of the Clerk & Comptroller’s Office, and the Levy County Board of County Commissioners, in serving the public
  • Creates financial, budgetary, and analytical reports in a manner that is understandable for end users, and meets any applicable regulatory standards (requires understanding of the environment)
  • Summarizes and communicates results effectively – including occasional presentation in public meetings
  • Performs both routine and unique accounting postings and journal entries
  • Performs both routine and unique budgeting and financial analysis tasks
  • Performs analysis and inquiry necessary to identify potential areas of control weakness
  • Performs internal audit functions on areas of concern
  • Respond to internal and external requests for financial information
  • Provides input to Finance Officer on technical accounting issues, financial control matters and policy compliance.
  • Take a significant or leading role in updates, development, and oversight of all internal accounting procedures, controls, and policies, and in ensuring practical compliance with budgetary laws & policy, generally accepted accounting principles, and applicable regulatory standards.
  • Instructs Finance and County staff on their duties with regard to proper application of procedures, rules, and regulations
  • Assists Finance Officer in annual budget process
  • Assists Finance Officer in reporting to the Board and all federal and state agencies.
  • Assist in facilitating the annual financial audit performed by the county’s independent auditors.
  • Assists or takes lead in implementing software or similar projects
  • Perform other duties as assigned by Finance Officer or Clerk & Comptroller (These job functions are not to be construed as a complete statement of all duties performed).
  • Attends work on a continual and regular basis for assigned work hours

POTENTIAL ADDITIONAL OR OCCASIONAL FUNCTIONS

  • Assist in the pre-audit and posting of receipts/revenues
  • Assist the pre-audit and disbursement of all county funds to ensure all expenditures are legal, budgeted, and in compliance with county purchasing policies and procedures.
  • Assist the pre-audit, disbursement and reporting of payroll for all Board of County Commissioner’s employees.
  • Assists in analysis of payroll for compliance with applicable laws and external reporting requirements
  • Assist in troubleshooting issues within the accounting software
  • Participates in Clerk financial functions as determined necessary by Finance Officer
  • Other duties required in the event of absences in key positions to meet deadlines

WORK ENVIRONMENT

  • Majority of job functions are performed in an office within the Levy County Courthouse at 355 S. Court Street, Bronson, FL 32621.
  • Normal schedule is currently 8 a.m. to 5 p.m. Monday – Friday. Some staff currently work 4 10-hour workdays between 7 a.m. and 5:30 p.m.  Reasonable efforts are made to accommodate flexibility of schedule requests.
  • Occasional attendance at public meetings outside of normal schedule may be required
  • Local travel is infrequent, and is generally limited to Levy County offices
  • Out of town travel is limited to training opportunities, one to three times per year

EDUCATION, TRAINING AND EXPERIENCE

Bachelor’s degree in Accounting, Finance, or Business Administration. Minimum 3 years’ experience in governmental accounting/auditing/budgeting/analysis experience will be highly preferred. Specific experience demonstrably developing necessary job skills may be given additional weighting with regard to other requirements.
